Job Description

Mandate: Manage and promote social security in Rwanda, covering six social security schemes including health insurance and pensions.
Impact: RSSB covers over 90% of Rwanda’s population, manages assets worth 2.06 trillion Rwf, and is a key player in Rwanda’s financial sector.


Job Role Summary

  • Perform daily medical invoice verification at Primary Healthcare level.

  • Ensure smooth invoice verification and reconciliation processes.

  • Implement and standardize verification policies and procedures across districts.

  • Initiate payments to primary healthcare facilities after confirming compliance.

  • Participate in monitoring and evaluation of payment reform implementation.

  • Support healthcare quality improvement initiatives.

  • Conduct regular compliance visits to healthcare facilities.

  • Handle patient inquiries related to billing and access to care.

  • Report any fraud or contract breaches promptly.

  • Engage in medical fraud prevention, detection, investigation, and recommend actions.

  • Collaborate with internal and external stakeholders, maintaining RSSB’s reputation.

  • Prepare and submit periodic, annual, and unpaid invoice reports.

  • Perform other related duties as assigned.


Job Requirements

Education:

  • Advanced diploma in Nursing (A1), OR

  • Bachelor’s degree in any other subject plus a secondary nursing certificate (A2) with at least 3 years clinical practice experience.

Experience:

  • Minimum 1 year experience in medical invoice verification for health insurance.

Technical Competencies:

  • Strong knowledge of public health policies.

  • Ability to communicate clearly and concisely.

  • Knowledge of cost-benefit analysis and metrics.

  • Understanding of social security legislation.

Behavioral Competencies:

  • Strong customer service orientation.

  • Strategic thinking and high ethical standards.

  • Ability to resist corrupt or political influence.

  • Effective stakeholder relationship management.

  • Adaptability to change and new methods.

  • Willingness to work in different geographical locations as needed.
