RSSB is Rwanda’s national social security institution, mandated by law to manage multiple social protection schemes including pension, occupational hazard insurance, medical insurance (including CBHI), maternity leave benefits, and the long‑term savings scheme (“EjoHeza”). Established via Law No. 45/2010 (amended by Law No. 04/2015), RSSB emerged from the merger of the Social Security Fund and the Rwanda Health Insurance Fund, and it took on administration of Mutuelle de Santé (CBHI) . The Hospital Verification Officer will be responsible for verifying CBHI (Community-Based Health Insurance) medical invoices and reports at various hospitals across Rwanda. This role ensures that hospitals' submitted invoices comply with RSSB guidelines, coding standards, and eligibility rules.
The officer will play a crucial part in RSSB’s effort to ensure accurate billing, prevent medical fraud, and support Rwanda’s national health insurance goals.

Main Responsibilities:
Perform daily hospital-level verification of CBHI medical invoices.
Ensure vouchers match tariffs and service records against CBHI eligibility.
Confirm accurate medical coding (diagnosis and procedures).
Identify unpaid invoices and prepare regular reports.
Report suspected fraud or contract violations.
Participate in fraud detection and investigation.
Compile and submit hospital verification reports.
Maintain proper record-keeping of verified invoices and supporting documents.
Address patients’ concerns regarding access to care or billing issues.
Engage stakeholders and ensure RSSB’s professional image is upheld.
Comply with relevant health and social security standards.
Perform other related tasks as assigned.
Required Education:
Bachelor’s degree in Nursing
Required Experience:
At least 5 years of clinical experience
OR
At least 1 year of work experience in the health insurance sector
Technical Competencies:
In-depth knowledge of public health policies and healthcare regulations
Ability to analyze billing data and identify inconsistencies or trends
Strong communication and reporting skills
Proficient in cost-benefit analysis and use of performance metrics
Good understanding of social security legislation
Skilled in resource management, data processing, and both qualitative and quantitative analysis

Able to work collaboratively with stakeholders and internal teams
