RSSB is Rwanda’s national social security institution, mandated by law to manage multiple social protection schemes including pension, occupational hazard insurance, medical insurance (including CBHI), maternity leave benefits, and the long‑term savings scheme (“EjoHeza”). Established via Law No. 45/2010 (amended by Law No. 04/2015), RSSB emerged from the merger of the Social Security Fund and the Rwanda Health Insurance Fund, and it took on administration of Mutuelle de Santé (CBHI) . RSSB operates as a government agency under the supervision of MINECOFIN, with administrative and financial autonomy . RSSB serves approximately 12 million members (over 90% of Rwanda’s population) and manages assets of around 2–2.6 trillion RWF (representing over 15% of GDP), making it a major institutional investor in Rwanda’s economy. RSSB is committed to digital transformation and becoming a modern, data‑driven, member‑focused, high‑performing organization by 2025, enhancing service delivery and operational efficiency through digital systems like “Imisanzu” and “Kwivuza”
